Gulluni and the City Council.<\/p>\n<p>&#8220;It&#8217;s too well organized to be homeless people. I talked to people I know throughout the country and this is happening in many big cities. There is a hierarchy involved. I filed this order for compassion for these people who I believe are being trafficked unwillingly,&#8221; Councilor at Large James M.
